That can help avoid a foreclosure, but it's not always the ideal situation. According to a recent post at American IRA, Louisiana and Mississippi lead the country 'with the greatest percentage of seriously underwater homes,' at 20.8 percent and 16.9 percent respectively. Other states, like Arkansas, Illinois, and Iowa, also come in with high rates.
